... one thing we do know for sure: the overwhelming majority of people on
this planet do not support a war against Iraq.  No country has a majority in
favour of a war without a UN mandate, not even the USA (Source: The Gallup
Organization).

In order to win the necessary support for an attack on Iraq, the US
government is taking advantage of the financial dependency of several
strategically important countries, and is now buying their support through
dollar diplomacy.

War and peace are thus becoming tradable commodities.

While the majority of the people on the planet would much rather buy peace,
Bush is busy buying war.  It might sound unworldly and unbelievable, but if
you think about it for a moment, the logic is inescapable: the peaceful
majority is capable of providing far more money than even the US government.
And this is an experiment that deserves an opportunity to be proven right.

For example: the USA is currently negotiating with Turkey about the use of
its airbases. It seems that Turkey could be forced into granting these
rights because it owes the US some $150 billion, despite the fact that over
90% of the Turkish population are against the idea of supporting a war
against Iraq. Even though the Turkish parliament luckily just decided
against the use of Turkish soil for a war against Iraq, it might not yet be
a definitive decision.

On top of everything the USA is currently trying to buy votes in the UN
Security Council. Especially the poorer, non-permanent members Angola,
Bulgaria, Cameroon, Chile, Guinea, Mexico and Pakistan are under extreme
pressure from the US government.

We - Money for Peace.org - hope to be able to put a better offer on the
table than the USA. To do this, as many people as possible must signal their
support for this idea and declare that they would be willing to donate money
for this cause.

As a first step towards this worthy goal, you can support us by simply
giving us your E-mail address (which of course does not cost anything at
all).

As soon as possible, we will contact the various governments and develop a
concrete offer. Our second step will be to notify all potential contributors
about the amount of donation needed per person.

Even if we will need huge amounts of money, there are billions of people
opposed to this war!

FAQs:

HOW ARE YOU GOING TO COLLECT THE DONATIONS?
We are not even going to collect donations as such, but rather binding
promises. These promises can only be converted into money donations after
having reached a contracted agreement with the recipient country. We thereby
make it possible for individuals to promise relatively small amounts to
support the peace effort, any donation will do, as well as large amounts,
such as millions of dollars. There is no danger of contributing to something
that may never happen. Everybody will know exactly what the donation will be
used for. 
It is also noteworthy, that charitable donations are tax deductable. Thus,
donations given by US taxpayers will be doubly effective.

IS IT REALLY SUCH A GOOD IDEA TO GIVE MONEY TO COUNTRIES WHICH ARE VIOLATING
HUMAN RIGHTS OR OPPRESSING MINORITIES?
Our approach is to take advantage of every means of dollar diplomacy, not
only to fight for peace, but also to fight for human rights, the protection
of minorities and all aspects of social justice.

WHO IS BEHIND THIS IDEA?
This idea is being supported by an international network of artists, actors,
journalist, students, in short: a variety of individuals from all over the
globe, from every walk of life, who are actively engaged in stopping this
unjust aggressive military action. You may find a list of official

SHOULD DOLLAR DIPLOMACY BE SUPPORTED AT ALL?
Unfortunately, it happens to be one of the most utilized power structure in
contemporary political activity. Now it is being used in favor of war and
obviously against the views of the overwhelming majority of the people of
this world. Just as the majority of the US population is opposing a war
without UN mandate, so are 90% of the population of the countries receiving
US funds!

HOW ARE YOU REALLY PLANNING TO PUT PRESSURE ON THESE COUNTRIES?
Just as the "classical" dollar diplomacy works to oppress less powerful
people in the world, we will also pay or withhold payments over very long
periods of time. In this way, the financial pressure and the influence to do
the right thing can be kept alive. Even the USA is offering only future
payments - depending on the fulfillment of contracts, such as participation
in war.

AREN'T YOU RISKING PAYING FOR THE WAR?
No. Our payments will be bound to requirements to be fulfilled by the
receiving countries. These requirements will be contracted. In case of
breach of contract, countries may be required to return payments already
received.

DO YOU REALLY THINK YOU CAN BRING A CHANGE?
Of course it is difficult. But in light of the current situation, we have at
least to try! We should always remember that there are billions of people
against this war! Many feel powerless and helpless, but would like to take
action. We all want to feel that we are doing something important, we want
to know that we are doing all we can to prevent this tragic event looming on
the horizon.

DO YOU REALLY BELIEVE THESE COUNTRIES WILL NEGOTIATE WITH YOU?
This will largely depend on how many people are supporting this idea and
what offers we can negotiate. Why wouldn't these countries negotiate with
us? Money talks and we could vastly improve the diplomacy toward the USA.
Thereby the cost of a war on all sides could be dramatically increased.

ist gegen einen Krieg im Irak. In keinem einzigen Land der Welt gibt es eine

Um dennoch die notwendige Unterstützung für einen Angriffskrieg gegen den
Irak zu erreichen, nützt die Bush-Regierung u.a. die finanzielle
Abhängigkeit einiger strategisch wichtiger Länder aus und versucht nun, sich
deren Unterstützung zu erkaufen.

Krieg und Frieden werden also zur Ware.

Während die Mehrheit der Menschen lieber Frieden kaufen würde, kauft Bush
gerade Krieg. Es mag vielleicht utopisch klingen, aber nach kurzem
Nachdenken wird klar: die friedliche Bevölkerung der Erde kann weitaus
größere Geldmengen aufbringen als die US-Regierung. Und diesen Versuch
sollten wir unternehmen:

So verhandeln derzeit die USA z.B. mit der Türkei über die Nutzung
türkischer Militärbasen und Überflugrechte. Da die Türkei etwa 150
Milliarden $ Schulden bei den USA hat, ist sie erpressbar und es sieht so
aus, als ob die Türkei die Nutzung ihrer Basen erlauben wird - obwohl über
90% der türkischen Bevölkerung gegen den Krieg sind. Auch wenn sich
glücklicherweise das türkische Parlament gerade gegen die Stationierung von
US-Soldaten entschieden hat, ist dieses Tauziehen wohl noch nicht endgültig
entschieden.

Zudem versuchen die USA derzeit, sich Stimmen im UN-Sicherheitsrat zu
erkaufen. Vor allem die ärmeren, nichtständigen Mitglieder Angola,
Bulgarien, Kamerun, Chile, Guinea, Mexiko und Pakistan stehen derzeit unter
extrem hohem Druck der US-Regierung.

Wir  Money for Peace.org  möchten sowohl der Türkei als auch den anderen
betroffenen Ländern ein besseres Angebot machen, als das der USA. Dafür
müssen möglichst viele Menschen ihre grundsätzliche Unterstützung für diese
Aktion dokumentieren und damit ihren Willen erklären, eventuell für den
Frieden spenden zu wollen.

Das können Sie tun:
Im ersten Schritt können Sie Ihre Unterstützung bekunden, indem Sie uns Ihre
E-mail Adresse mitteilen (wodurch selbstverständlich keine Kosten
entstehen).

Sobald möglich werden wir mit den verschiedenen Regierungen Verhandlungen
aufnehmen und konkrete Angebote erarbeiten. In einem zweiten Schritt werden
wir dann allen potentiellen Spendern die Höhe der notwendigen Spende
mitteilen.

Selbst wenn es großer Summen bedarf: es gibt Milliarden Kriegsgegner!

FAQs:

WIE WOLLT IHR DIE SPENDEN SAMMELN?
Wir werden im eigentlichen Sinne keine Spenden sammeln, sondern vielmehr
verbindliche Spendenvzusagen. Diese Zusagen werden erst dann eingelöst
werden, wenn wir bzgl. des Verwendungszweckes mit dem entsprechenden Land
vertragseinig geworden sind. Auf diese Weise ermöglichen wir, dass die
einzelnen Spender auch relativ hohe Beträge zusagen können, da sie nicht
Gefahr laufen, etwas für eine Idee zu spenden, die dann nicht realisiert
wird. Zudem spendet jeder nur für das Vorhaben, das er/sie unterstützen
will. 
Erwähnenswert ist hier auch die Möglichkeit, gemeinnützige Spenden von den
Steuern absetzen zu können. Auf diese Weise wirken alle US-Spenden doppelt
friedenssichernd.

IST ES EINE GUTE IDEE, GELD AN LÄNDER ZU GEBEN, DIE DIE MENSCHENRECHTE
VERLETZEN? 
Unser Ansatz ist, alle Möglichkeiten der Scheckbuchdiplomatie auszunutzen
und neben der Verweigerung des Krieges eben auch Forderungen nach
Menschenrechten, Schutz von Minoritäten (z.B. die kurdische Minderheit in
der Türkei) usw. durchzusetzen.

WER STEHT HINTER DIESER IDEE?
Diese Idee wird von einem internationalen Netzwerk von KünstlerInnen,
SchauspielerInnen, JournalistInnen, StudentInnen, ProfessorInnen... kurz:
den verschiedensten Menschen unterstützt. (List_of_Supporters)

IST SCHECKBUCHDIPLOMATIE ÜBERHAUPT UNTERSTÜTZENSWERT?
Leider findet die Scheckbuchdiplomatie ohnehin statt. Momentan aber für den
Krieg und damit offensichtlich gegen die Interessen der überwältigenden
Mehrheit der Menschen dieser Welt. So ist die Mehrheit der US-Bevölkerung
gegen einen Krieg ohne UN-Mandat. Ebenso sind häufig über 90% der
Bevölkerung der betroffenen Länder gegen diesen Krieg und gegen eine
Unterstützung der USA.

WIE WOLLT IHR DAMIT WIRKLICH DRUCK AUSÜBEN?
Ebenso wie die klassische Scheckbuchdiplomatie werden auch unsere Zahlungen
über lange Zeiträume erfolgen- typischerweise über Jahre hinweg. Auf diese
Weise bleibt der finanzielle Druck und die damit verbundenen
Einflussmöglichkeiten erhalten. Auch die Zahlungen der USA sind bestenfalls
langfristige Zahlungsversprechungen.

BEZAHLT IHR DAMIT NICHT AUCH DEN KRIEG?
Nein. Unsere Zahlungen werden natürlich an Bedingungen geknüpft sein und
diese entsprechend vertraglich gesichert werden. In einem Falle der
Vertragsverletzung könnten so sogar Rückforderungen bereits bezahlter Summen
wirksam werden.

GLAUBT IHR DAMIT WIRKLICH ETWAS BEWEGEN ZU KÖNNEN?
Bewegen werden wir etwas - auf jeden Fall. Natürlich ist es eine eigene
Herausforderung das Spiel zu Ende zu spielen, aber angesichts der brisanten
Situation müssen wir diesen Versuch unternehmen. Allein der Versuch ist es
wert getan zu werden. Milliarden von Menschen sind gegen Krieg, und dies ist
ein Weg die Energieen zu bündeln und sichtbar zu machen. Wir sind das Volk!

GLAUBT IHR, DASS DIESE LÄNDER ÜBERHAUPT MIT EUCH VERHANDELN WERDEN?
In erster Linie hängt das natürlich davon ab, wie viele UnterstützerInnen
wir haben und welche Angebote wir daher erarbeiten können. Aber selbst wenn
diese Länder nicht mit uns abschließen wollen, so verbessern wir in jedem
Falle ihre Verhandlungsposition gegenüber den USA. Mit unserer Einmischung
können die Kosten für einen Krieg unter Umständen erheblich gesteigert
werden.

En même temps, afin d'obtenir le support nécessaire pour une guerre
d'aggression contre l'Iraq, le gouvernement Bush utilise entre autre la
dépendance financière de certains pays stratégiquement importants et tente
maintenant d'acheter leur support.

C'est ainsi que la guerre et la paix deviennent des biens marchandises!

Pendant que la majorité des hommes préfèrerait plutôt acheter la paix, Bush
est en train d'acheter la guerre. Ce pourrait sonner utopique, mais après
courte réflexion, c'est évident: la population pacifique de la Terre peut
rassembler de bien plus grandes sommes financières que le gouvernement US.
Et c'est  justement cette tentative que nous voulons entreprendre:

Les USA négocient actuellement avec la Turquie sur l'utilisation des bases
militaires turques et des droits de survol du territoire. Des dettes
d'environ 150 milliards $ que la Turquie doit aux USA la rendent sujette au
chantage et il semble que la Turquie permettra l'usage de ces bases, alors
que bien plus de 90% de la population turque sont contre la guerre.

Nous - Money for Peace.org - espérons pouvoir faire une meilleure offre à la
Turquie que celle des USA. Pour rendre cela possible, le plus d'hommes et de
femmes possible doivent déclarer leur disposition à soutenir cette action et
éventuellement à donner une aumône pour la paix .

Dans un premier temps vous pourriez nous déclarer votre soutien en nous

Dès que possible, nous essayerons d'engager des entretiens avec le
gouvernement turque et de développer des offres concrètes. Même si cela
devait requérir de grandes sommes: il y a des milliards d'adversaires à la
guerre!

Oui, mais comment vous allez réunir les dons?
Nous ne réunissons pas des dons au sens propre, mais plutôt des engagements.
Ces engagements ne seront solvables qu'au moment où nous aurons contractés
des accords avec les pays en question. De cette manière nous facilitons
l'engagement des donateurs pour des sommes plus importantes, de façon à
éviter à faire des dons pour des idées qui ne seront pas réalisées. En plus
chacun ne donne que pour le projet qu'il veut bien soutenir.

Est-ce une bonne idée de donner de l'argent à des pays qui violent les
droits de l'homme? 
Notre intention tente d'exploiter tous les moyens propre à une "diplomatie
du chequier" pour réfuser la guerre mais aussi pour revendiquer les droits
de l'homme et imposer la protection des minorités (ex la minorité kurde en
turquie)

Mais qui est derrière cette idée?
cette idée est soutenue par un réseau international d'artistes, acteurs,
journalistes, étudiants... bref par des personnalités les plus diverses.

Oui, mais est-ce qu' une "diplomatie du chequier" est-elle soutenable?
Malheureusement la "diplomatie du chequier" a lieu de toutes les façons.
Actuellement au profit de la guerre et donc visiblement contre les interêts
d'une majorité flagrante des hommes. La majorité des citoyens americains est
contre une guerre sans le mandat ONU. 90% des populations des pays concernés
sont également contre la guerre et contre l'intervention des Etats Unis.

Oui, mais comment voulez-vous réussir à réellement exercer une pression?
Comme le pratique la "diplomatie du chequier" classique nos payements
s'étaleront sur des années à long terme. De cette façon on maintient la
pression financière et les possibilités d'influence. De la même façon les
payements des Etats Unis sont dans le meilleur des cas des promesses de
payement à long terme.

Oui, mais vous ne payez pas aussi la guerre de cette façon?
Non, nos payements sont conditionnels et liés à des contrats. Dans le cas
d'une violation du contrat nous pourrons exiger la restitution des sommes
versées.

Oui, mais est-ce que vous pensez vraiment pouvoir changer quelque chose?
Bien sur le défi est difficile, mais face à une telle situation nous nous
devons une tentative. Il ne faut pas oublier qu'il y a des miliards de
personnes qui sont contre la guerre dans le monde.

Oui, mais est-ce que vous croyez que ce pays voudront négocier avec vous?
Premièrement ça dépend bien sur du nombre des personnes qui veulent bien
soutenir notre initiative et de nos propositions. Mais même si ces pays ne
veulent pas traiter avec nous, nous pourrons améliorer leur positionnement
au niveau des négociations avec les Etats Unis. De cette façon les coûts
d'une guerre peuvent être considérablement augmentés.

...una cosa sabemos seguro: la inmensa mayoría de las personas de este mundo
objetan una guerra contra Iraq. Ningún país tiene la mayoría a favor de una

Para ganar el soporte necesario para un ataque contra Iraq, el gobierno de
los EEUU se está aprovechando de la dependencia financiera de algunos países
estratégicamente importantes y está ahora comprando sus apoyos mediante la
diplomacia del dólar.

De ese modo, guerra y paz se están convirtiendo en objetos de comercio.

Mientras la mayoría de la gente en este globo preferiría mucho más comprar
la paz, Bush está comprando la guerra. Puede sonar extraño, pero tras una
breve reflexión aparece evidente: la mayoría pacifista es capaz de
suministrar mucho más dinero que el gobierno de los EEUU. Y este
experimento es el que vamos a empezar!

Por ejemplo: actualmente, los EEUU está negociando con Turquía el uso de sus
bases aéreas. Parece ser que Turquía  podría ser forzada a conceder esos
derechos, ya que debe algunos 150 billones de $ a los EUA. Sin embargo, más
del 90% de la población turca está en contra de la idea de dar soporte a una
guerra contra Iraq.

Nosotros  - Money for Peace.org - esperamos ser capaces de poner una oferta
mejor en la mesa que la de los EEUU. Para hacerlo posible, el mayor número
de personas tiene que firmar su apoyo a esta idea y declarar, de esta forma,
que serían donantes potenciales de dinero para esta empresa.

A pesar de que la decisión turca parece que ya haya sido tomada, todavía
tiene que pasar por el Parlamento turco. También, existen otros muchos
países de los que los EEUU depende y cuyo soporte podría ser influido e
incluso cambiado con la apropiada diplomacia pacifista del dólar.

Nosotros no vamos a recaudar las donaciones, sino promesas. Estas sólo se
pueden convertir en dinero después de alcanzar un acuerdo de contrato con el
país receptor. De ese modo lo hacemos posible para individuos que se
comprometen a cantidades relativamente pequeñas para apoyar el esfuerzo de
paz, cualquier donación dará como resultado grandes sumas de dinero, como
millones de dólares. No hay peligro en contribuir en algo que puede que no
suceda nunca. Todos sabréis en qué se ha utilizado la donación.

SI, ¿PERO ES REALMENTE UNA BUENA IDEA DAR DINERO A PAÍSES QUE ESTÁN VIOLANDO
LOS DERECHOS HUMANOS O OPRIMIENDO MINORÍAS?
Nuestro punto de vista es sacar provecho en todos los sentidos a la
diplomacia del dólar, no sólo luchar por la paz, sino también por los
derechos humanos, la protección de las minorías y todos los aspectos de la
justicia social.
 
SI, ¿PERO QUIÉN ESTÁ DETRÁS DE ESTA IDEA?
Esta idea está respaldada por una red internacional de artistas, actores,
periodistas, estudiantes, en fín: una variedad de individuos de todo el
mundo, de diferentes estilos de vida, que están implicados activamente en

SI, PERO DEBERÍA SER LA DIPLOMACIA DEL DOLLAR APOYADA TOTALMENTE?
Desafortunadamente, es una de las estructuras de poder más utilizadas en la
actividad política contemporánea. Ahora está siendo usada a favor de la
guerra y obviamente contra los puntos de vista de la gran mayoría de la
gente de este mundo. Al igual que la mayoría de la población de los Estados
Unidos que se opone a la guerra sin mandato de las Naciones Unidas, lo es
también el 90% de la población de los países que reciben fondos de los
Estados Unidos!

SI, ¿PERO CÓMO ESTÁIS PLANEANDO EJERCER PRESIÓN EN ESTOS PAÍSES?
De la misma manera que la clásica diplomacia del dólar trabaja para oprimir
los pueblos menos poderosos del mundo, nosotros también pagaremos o
soportaremos pagos por largos periodos de tiempo. De este modo, la presión
financiera y la influencia para hacer el bien pueden ser mantenidos. Incluso
los Estados Unidos están ofreciendo sólo pagos futuros- dependiendo en el
cumplimiento de contratos- como una participación en la guerra.

SI, ¿PERO NO ESTAÍS ARRIESGANDO PAGAR POR LA GUERRA?
No. Nuestros pagos serán asegurados a unos requisitos a ser cumplidos por
los países receptores. Estos requisitos serán contratados. En caso de
ruptura de contrato, lso países serán llamados a devolver los pagos ya
recibidos.

SI, ¿PERO REALMENTE PENSÁIS QUE ESTO PUEDE TRAER UN CAMBIO?
Evidentemente es difícil, pero a la luz de la situación actual tenemos que
intentarlo! Deberíamos recordar siempre que hay billones de personas que
están contra la guerra! Muchos se sienten indefensos e impotentes pero
quisieran hacer algo. Todos nosotros queremos sentir que estamos haciendo
algo importante, queremos saber que estamos haciendo todo lo que está en
nuestras manos para prevenir esta tragedia que divisamos en un futuro
próximo.

SI, ¿PERO REALEMTE CREÉIS QUE ESTOS PAÍSES NEGOCIARÁN CON VOSOTROS?
Esto dependerá en cuánta gente está apoyando esta idea y con qué ofertas
podemos negociar. ¿Porqué no querrían estos países negociar con nosotros? el
dinero habla por sí solo y podríamos mejorar enormemente la diplomacia hacia
los Estados Unidos. De ese modo el coste de una guerra en todos los sentidos
podría ser dramáticamente incrementado.

Suna cosa sappiamo di sicuro: la stragrande maggioranza della gente di
questo mondo sta obiettando a una guerra contro l1Iraq. Nessun paese ha la
maggioranza per una guerra senza mandato del ONU, nemmeno gli Stati Uniti
(fonte:The Gallup Organization).

Per vincere il sostegno necessario per un attacco contro l1Iraq, il governo
degli Stati Uniti sta approfittando della dipendenza finanziaria di alcuni
paesi strategicamente imporanti, ed ora stanno comprando il loro supporto
attraverso il dollari diplomatici.

Quindi la guerra e la pace stanno diventando prodotti di merce.

Mentre la maggior parte della gente di questo pianeta preferirebbe comprare
la pace, Bush sta comprando la guerra. Potrebbe risultare inverosimile, ma
dopo una attenta riflessione diventa evidente che la gran parte dei
pacifisti è capace di fornire una ben più grande somma di denaro rispetto a
quella che il governo degli Stati Uniti è disposto a pagare. Ed è questo
esperimento che dovremmo iniziare!

Attualmente, gli Stati Uniti stanno negoziando con la Turchia per l1uso
delle sue basi militari. Siccome la Turchia è in debito per circa 150
miliardi di US$  verso gli Stati Uniti, sembra che potrebbe essere estorta
per l1adesione di questi diritti, anche se il 90% della popolazione turca è
contraria ad u eventuale sostegno per una guerra contro l1Iraq.

Noi - Money for Peace.org - speriamo di poter fare un1offerta migliore
degli Stati Uniti. Per rendere questo possibile, un gran numero di persone
deve segnalare il loro sostegno a quest1idea e dichiarare che sarebbe
disposta, potenzialmente,  a donare i soldi per questa operazione.

Appena possibile proveremo a contattare il governo turco ed a sviluppare
un1offerta concreta. Poi nel secondo  step informeremo tutti i potenziali
sostenitori sulla donanzione necessaria a persona.

Anche se avessimo bisogno di una somma enorma di soldi: miliardi di persone
sono contro questa guerra!
